28、签意见或批复文件，可视为已报经审阅。 2.6除非已得到监理工程师批准，否则应在上一工序完成后报经检 查合格后，方可下道工序的施工。 2.7承建单位用于实施的测量控制网及放样，再引用前必须得到监 理工程师批准或认证。 三、施工过程监理 3.1施工过程中，承建单位应按报经批准的施工计划和施工技术规 范作业，文明施工，加强质量和技术管理，做好原始材料的纪录、整理和工程总结工作。当发现施工不符合设计或技术规程、规范要求时，应及时修订施工措施计划，报送监理工程师批追后执行。 3.2施工过程中，承包单位应随时工作进展情况做好测量工作。 施工测量工作应包括下述内容： （1） 根据设计图纸

38、三级自检制度，确保工程质量，对出现的质量或安全事故，要本着“三不放过”的原则认真处理。 3.5承包单位发现工程地质、水文地质条件变化或其它施工条件与 设计条件不符时，承包单位应及时将有关资料报送监理工程师，有监理工程师核转设计单位变更或修改设计。 3.6当施工进度拖延时，监理工程师有权按合同文件规定，要求承 包单位采取赶工措施，即增加设备、人员、材料等资源投入或调整施工计划，并重新报送监理部门批准后执行。 3.7施工过程中，承包单位有下列问题。监理工程师有权采取书面 警告，直至返工、停工整改等方式予以制止，由此造成的一切经济损失和责任，均有承包单位承担 （1）不按批准的施工计划实
